I mean it certainly could've been, just not the case 100% of the time that someone goes to 145. Plus keep in mind, some people are randomly selected to go all the way to 145 questions, no matter how well you're actually doing.

I had the max amount of 145 and I would say about 30-40% were SATA. It seemed like I got a good balance of questions on the subcategories overall, if anything I got slightly more questions on pharmacology and prioritization. I was the first of a whole group of us to leave, so clearly it's not necessarily the norm to be done in an hour. You CAN pass in 145 questions. You CAN fail in 85 questions (even if unlikely).
